In January, teachers had voted to extend the work-to-rule actions after accepting a collective agreement with the Quebec government.

Quebec unions representing public sector workers struck an agreement-in-principle in December after months of stalled talks over collective agreements with the provincial government.

Teachers, healthcare professionals and other civil servants held rotating walkouts across the province for months to protest contracts and budget cuts.
